WORLD CUP bids are always a contradiction. Publicly, everyone talks of bids being decided on the technical merits: the country’s stadiums, infrastructure, hotels. Yet more often it is the backroom deals that decide who wins. So, to bring the World Cup back to the game’s homeland for the first time in half a century, England must fight on two levels.
